Revision History Significance: Understanding the revision history is crucial for anyone taking a car diagnosis quiz focused on emissions testing. It highlights how OBD standards and testing procedures evolve, impacting vehicle diagnostics and smog check requirements.

Section C: OBD Test Pass/Fail Criteria for Smog Check

This section details the pass/fail standards for the OBD test during a Smog Check inspection. Knowing these standards is fundamental for passing any car diagnosis quiz related to vehicle emissions and OBD systems.

Readiness Monitor Standards: Are You Ready to Test Your Knowledge?

Readiness monitors are self-diagnostic tests performed by a vehicle’s OBD system to confirm the correct operation of emission control systems. Most vehicles complete these monitors during normal driving. However, some vehicles require specific driving conditions or may have underlying issues preventing monitor completion. Vehicle owner’s manuals sometimes include drive cycle procedures to complete monitors, but this information is often found in OEM or repair industry literature.

Important Note: Monitor completion depends on proper component function. A vehicle might not complete a monitor until diagnostic and repair work is done on the enabling components. Monitors also reset after repairs like battery disconnection or emission component replacement.

Incomplete Monitor Allowance: The table below outlines the number of incomplete readiness monitors permitted to pass the OBD test portion of a Smog Check. Test your understanding: Can you recall these allowances for a quick car diagnosis quiz?

Model Year Fuel Type Incomplete Monitors Allowed
1996-1999 Gas² Any one³
2000 and newer Gas² Evaporative system³
1998-2006 Diesel Zero
2007 and newer Diesel Particulate Filter & NMHC⁴

¹ Implemented May 4, 2015.
² “Gas” includes gasoline, propane, natural gas (CNG, LNG, LPG).
³ Misfire, fuel, and comprehensive component continuous monitors are ignored on “gas” vehicles.
⁴ Implemented July 5, 2023.

Malfunction Indicator Lamp (MIL) Standards: The Check Engine Light Challenge

The Malfunction Indicator Lamp (MIL), or “Check Engine” light, is a key indicator in OBD testing. Understanding MIL behavior is crucial for any car diagnosis quiz focusing on fault detection. Here are the MIL pass/fail standards for BAR-97 and OIS inspections:

Condition Pass/Fail Standard
Key On Engine Off (KOEO) Pass MIL illuminates
Engine Running (KOER) Pass MIL turns off
Key On Engine Off (KOEO) Fail MIL does not illuminate
Engine Running (KOER) Fail MIL illuminates

MIL Diagnostic Tip: A failing MIL indication often points to electrical issues, bulb problems, or serious engine management faults.

Communication Standards: Are You Speaking the Right Language?

Communication issues can cause OBD test failures. Reasons range from connector damage and wiring problems to aftermarket stereos interfering with the system. Communication protocols are a frequent topic in car diagnosis quizzes.

OBD Communication Standards for BAR-97 and OIS Inspections:

Inspection Type Standard
BAR-97 Vehicle communicates with BAR-97 analyzer
OIS Vehicle communicates with OIS and transmits required data¹

¹ Required data typically includes OBD addresses: Mode $01 PID $00 (supported data) and Mode $01 PID $01 (MIL status, DTCs, monitor status).

Permanent Diagnostic Trouble Code (PDTC) Standards: The Codes That Won’t Quit

Permanent Diagnostic Trouble Codes (PDTCs) were added to BAR-OIS Smog Checks on July 1, 2019. PDTCs are like regular DTCs but cannot be cleared using a scan tool or by disconnecting the battery. They clear only when the OBD II system verifies the original fault is resolved. PDTCs are a more advanced topic, perfect for a challenging car diagnosis quiz.

PDTC Standards for OIS Inspections:

Model Year Inspection Type Standard
1996-1999 BAR-97 Not applicable
2000-2009 OIS Not applicable
2010 and newer ¹ OIS Fail if PDTC present ²,³,⁴,⁵

¹ Some 2010 vehicles may not support PDTC checks.
² PDTC presence fails the test regardless of MIL status.
³ PDTC check is ignored if the vehicle has completed 15+ warm-up cycles and 200+ miles since the last OBD data clear (Mode $01 PID $30 & $31).
⁴ BAR is aware of vehicles with PDTC clearing issues and is working with CARB. See Permanent Diagnostic Trouble Code Vehicles of Interest.
⁵ Manufacturers have issued warranties/recalls for PDTC issues. Refer motorists to dealers for covered repairs.

Modified Software Standards: Software Integrity Check

Since July 19, 2021, a modified software check is part of the BAR-OIS Smog Check. Software approved by CARB Executive Order should not cause a failure.

Modified Software Failure Standard: Vehicles with illegally modified software will fail. The inspection report will show “Modified Software.” To pass, the software must be restored to OEM or CARB-approved configuration, and retested. Consumers can dispute results with the Smog Check Referee at (800) 622-7733.

Section D: OIS Vehicles of Interest – Navigating Diagnostic Challenges

This section lists gasoline (2000+) and diesel (1998+) vehicles with known OBD test issues during OIS inspections. These issues include communication failures, incomplete monitors, OBD incompatibility, and false MIL indications. This detailed vehicle list is excellent material for a practical car diagnosis quiz, testing real-world troubleshooting knowledge.
